University Grant Commission: These 3 universities have violated the rules of Ph.D. SEBI has announced a ban for the next 5 years. These universities (PhD Norms) are all in Rajasthan. These universities will not be able to admit students to PhD programs from the academic year 2025-26 (UGC) to the academic year 2029-30. The universities which have been declared banned (UGC Banned) include OPJS University in Churu, Sunrise University in Alwar and Singhania University in Jhunjhunu.
According to the UGC, these three universities have violated the norms of Ph.D. A standing committee has been set up to inquire into and review the regulations for PhD in universities, the notice issued by the UGC said. The matter of violation of rules was noticed by UGC earlier, a notice was also sent to the university, but this action was taken as no satisfactory reply was received from them.
PhD degree will not be accepted
The UGC informed that these three universities should immediately stop admitting PhD students. Besides, the UGC has warned the students not to take admission in the PhD programs offered by these 3 universities. Officials said that the PhD degrees awarded by OPJS University in Churu, Sunrise University in Alwar, Singhania University in Jhunjhunu will no longer be accepted, they will no longer be considered valid.

Jagadish Kumar, chairman of the University Grants Commission, said that all institutes that are not following the rules for PhD are being monitored. He also informed that the UGC is examining the quality of PhD programs in several other universities, which is still ongoing. Action will also be taken against them if they violate the policy of PhD. He further said, ‘Identifying such institutes will ban the admission of students to PhD programs there’. This will be done to keep India’s higher education standards strong at international level.
The UGC had earlier published a list of 21 fake universities in May 2024. These universities were running all over the country which had no registration with UGC. Names of two institutions in Kolkata were also mentioned in this.
