Bangladesh: Not more than 2 times prime ministership, big changes

Salim Reza, Dhaka: No person can hold the post of Prime Minister of Bangladesh for more than two terms. At the same time, he cannot be the party leader and parliament leader. On the other hand, the presidential election will be through the direct voting of elected representatives in the local government. On Wednesday, the Electoral Reform Commission submitted a nine-page recommendation for reforming the entire electoral system to the Chief Advisor of Bangladesh. It has made such recommendations regarding the election of Prime Minister and President of Bangladesh.

Election of the Prime Minister: (a) Limiting the term of the Prime Minister to a maximum of two terms by amending the Constitution. (b) By amending the Constitution to disqualify the twice-elected Prime Minister from being elected to the post of President.
(c) to provide that the same person cannot be the party leader, the prime minister and the leader of the parliament at the same time. And the possibility of double representation is closed.

Election of President: (a) To provide for the election of party-neutral, honest, competent and reputable person as President. (b) To provide for the election of the President by a larger electorate consisting of members of both houses of Parliament and all elected representatives of local governments. To provide for the withdrawal (recall) of Members of Parliament in the prescribed manner for effective Parliament.

Privileges of Members of Parliament:
(a) To review and revise duty free vehicles, residential plots, all types of protocols and allowances of Members of Parliament. (b) by enacting a Parliamentary Conduct Act requiring Members of Parliament to provide annual accounts of assets and declare matters of conflict of interest; (c) Strict implementation of the High Court judgment in Anwar Hossain v. Bangladesh case against involvement of parliamentarians in local development in violation of the constitution and removal of parliamentarians of Bangladesh from the post of advisors in local government institutions in future. (d) Abolition of Special Protocol for Members of Parliament.

Election Observation/Media: (a) Allowing stationary (stationary) observation, so that observers can be in the center throughout the day, but not in the polling station all the time. (b) Granting official permission for pre-election observation to election observation agencies. (c) Stop the appointment of biased fake observers. (d) Introduction of provision for appointment of observers at individual level. (e) Provision for use of monitoring reports for future election improvement. (f) Clarify the steps from the beginning to the end of the recruitment of international observers to the respective observer organizations. Appointing observers as per the decision of the Commission instead of Government of Bangladesh. (g) Allowing journalists with valid card issued by the Election Commission to directly enter polling stations, use motorcycles during the day.

Election Code of Conduct: (a) Providing equal opportunity for leaflets, voter-candidate face-to-face events, newspaper advertisements and public media campaigns instead of banners, pylons and posters. (b) Provision of social media campaign in compliance with Cyber ​​Security Ordinance, 2024. (c) formulation of code of conduct for political parties like the 1990 Tripartite outline.
